District 3's 2026 Roads and Highways Plans

There is never a shortage of things to do in District 3.  We operate approximately 235 miles of county roads.  As many of you know we are responsible for a wide range of activities including road maintenance and rebuilding, drainage, R/W maintenance and other activities on the county road right of way.  Last year was extremely challenging and several planned projects were deferred because of emergency work which included fires and flooding.

A little about County Roads and Highway Budget 

Did you know the only funds available for road and bridge work comes from gasoline, diesel and motor vehicle taxes apportioned across the state?  These funds are calculated by statutory formulas that include county road miles, area, population and estimated replacement costs for bridges.   Oklahoma County does not use any property tax funds for roads and bridges and we don’t have a sales tax in Oklahoma County.  Currently Oklahoma has a 20 cents per gallon tax on gasoline and diesel.  4.8 and 3.8 cents per the 20 cents goes to roads and bridges.  Oklahoma ranks 45th out of 50 for our fuel taxes.  The average is 33 cents per gallon. 

Coffee Creek- Bryant to Broadway  

This project is almost complete and I’m sure everyone is ready for us to be gone.  We only lack striping which is scheduled for the first of February (earlier pending weather), shouldering, sodding and clean up.                                                   

County Line 178th to 192nd  

This project is a complete rebuild of this section of road.   It includes drainage, base stabilization, paving, and striping.  It is well under way as our crew is starting to work on the drainage ditches and brush along that stretch of road.  This section of road is closed except local traffic.  We anticipate this project to be completed sometime in March 2026 pending weather. 

Westminster -Bridge south of Waterloo 

This section of Westminster Road remains closed.  We were working with ODOT and the Federal Highway Commission to get funding for this bridge repair.   After much discussion, it would be 2-4 years to receive funding from those sources.   Therefore, Commissioner Davidson and I have decided to spend our own money to repair this section of highway.  We have 3 bridge designs and are evaluating costs, timing and designs.  Bridge construction for a prefab bridge takes 4-8 weeks and after we receive a delivery time, we will schedule construction so we hope to have a replacement installed by late spring 2026. 

Future Projects and information 

We are also planning to move ahead with some work on Waterloo between Westminster and Anderson.  We are not sure which section we will tackle first at this time but all of them need some work.   

The bridge on Westminster close to State Hwy 66 in Arcadia is scheduled for a rebuild starting in mid-2026 so be prepared for a road closure at that location. 

We are also working on a plan for County Line from Danforth to Covell with Piedmont.  This is the last section of County Line that needs attention, so we are anxious to find funding as soon as possible.   

We received a grant for Anderson Road between Hwy 66 and the Arcadia Town limits to rebuild this road for the 100th anniversary celebration. 

As I mentioned in our last newsletter, we have located various cameras around critical areas of the county to monitor intersections, bridges, flood prone areas and construction projects.  Pictures from these cameras can be accessed on the District 3 project map located on the District 3 website.  It can be accessed by scanning this QR Code.
