“For nearly 30 years Cleophas “Cleo” Fields was an institution at the Oklahoma County Courthouse, and on August 4, 2025 he was bestowed the honor of being the first person to ever lie in state at the courthouse. He was a great person to talk to,” said Commissioner Myles Davidson. “He was always there with a great word, inspiring word, and I’ve said it numerous times, he did much more than shine shoes. He shined our souls. He was there every time you needed him. He was a great guy.” th For more information on Cleo’s legacy, click here. To view the resolution, click here.

Roads and Highways Update -- OKLAHOMA COUNTY DISTRICT 3
3rd Quarter 2025 News - District 3 would like to update everyone on our crazy summer work and what is planned for the 3 quarter of 2025. We are still dealing with many issues created by the flooding in May and June of this year. We had 6 roads that we had to close due to washed out culverts. First was Covell between Portland and May, then Indian Meridian between Coffee Creek and Sorghum Mill, then Westminster south of Waterloo, Coffee Creek between Indian Meridian and Hiawassee, Danforth between Meridian and Portland and County Line intersection at Covell. As you can see, we’ve been busy. rd Starting with Covell between Portland and May, the tin-horns completely washed out the road just east of Portland. District has worked on and replaced those tin-horns multiple times, so in order to have a more permanent solution, we replaced the tin-horns with a built in- place concrete culvert. Additionally, while the road was closed, we decided to rebuild Covell because it was in poor condition. We were able to do this while waiting on concrete to cure. We are using Kevlar asphalt on this project along with 6” grooved stripingto prevent scraping the paint during snow and ice removal. This road should be completed and returned to service by the first part of September. Indian Meridian and Coffee Creek have been repaired and back to normal. Indian Meridian was a more difficult repair but with our employee’s ingenuity, we were able to repair the existing culvert without a total replacement. The Danforth washout was a joint project with Oklahoma City as that is a boundary road. Oklahoma City provided the materials and District 3 provided the labor and installation. It was a good example of seamless cooperation.
Westminster is still closed and will be until we can engineer an appropriate design. We are currently looking at various alternatives for a permanent solution. Finally, because of significant loss of material, the culverts under County Line at Covell were condemned by ODOT and will need to be replaced. We are again looking at replacing the metal culverts with a built in-place concrete box for longevity. This project should begin around the first of September. We are in the planning stages, working with Edmond to completely rebuild Coffee Creek between Bryant and Broadway. This project will begin sometime this fall. We are also working on plans with Logan County to rebuild Waterloo between Midwest and Douglas. One more item of interest is that we have located various cameras around critical areas of the county to monitor intersections, bridges, flood prone areas and construction projects. Pictures from these cameras can be accessed on the District 3 project map located on the District 3 website. It can be accessed by scanning this QR Code (view PDF linked below). One more item. As we have had several retirements in the last few months, District 3 is looking for 5 new employees to fill vacancies. We are specifically looking for CDL truck drivers and equipment operators. The rate of pay will be commensurate with experience, but we might be willing to train someone if they fit into our organization. Applications can be found online at Oklahomacounty.org or by scanning QR Code. Our team is very busy working for our Oklahoma County residents, and we thank everyone for their patience as we try to improve the roads we travel. For more information, you can contact District D3 at (405) 713-2180.
