Mission Statement

The mission of Oklahoma County Court Services is to promote pretrial justice and provide timely, objective, accurate, information to the Courts with making informed pretrial release decisions.  Oklahoma County Court Services is committed to providing client supervision to promote public safety and ensure future court appearances while supporting intervention, personal improvement, and linking defendants with support services.

Pretrial Release & Community Services

The Oklahoma County Court Services unit includes Pretrial Release and Community Services. Title 22 O.S. Section 1105.1 established the Pretrial Release Act. Unit personnel are responsible for gathering and reviewing information about an accused person to assist the courts in making a determination to release the individual from custody.

Pretrial Release

Pretrial Release was organized to alleviate jail overcrowding. An important by-product of the program is the cost savings to the taxpayers of Oklahoma County. The program affords a system of release from confinement to certain citizens who have been charged with crimes but cannot afford bond. The program enables a client to be released and to prepare for trial as one who has means. The defendant undergoes a thorough background investigation and must meet the criteria established by the Pretrial Guidelines.

Judge Discretion

The program provides information only to the judges, enabling them to make more informed decisions whether to cause one to be released from custody on his/her own recognizance.

Program Process

First and foremost, the program goal is public safety. Therefore, a criminal history is acquired on each prospective client via numerous databases. Prospective clients are interviewed in person at the jail. An investigator then meets persons found eligible for release in person at the county jail where necessary paperwork and instructions are given them. The investigators monitor clients until their trial date, or until such time that the bond is satisfied.

Pretrial Release with Conditions Program

The Pretrial Release with Conditions Program is an alternative program with the mission to protect the public's safety and interest, while providing alternative resources for the Courts, the District Attorney's office, the City, the County and the public at large. To meet our goals, our program has to assure the key components of safety and security. We offer an alternative to incarceration for those defendants unable to post a bond or secure their own release from custody due to a lack of resources. As a condition of release, the defendant will agree to be supervised and accept treatment recommendations as determined by staff and other professionals. The defendant will undergo a thorough background investigation and must meet the criteria established by the Pretrial guidelines.

Community Services Program

The Community Services Program was created by Title 22 O.S. Section 991a-4.1. The purpose of the program is to place at the appropriate non-profit agencies persons who have been sentenced by the Courts to complete a set amount of community services hours in lieu of jail time. Agencies supervise and verify the hours worked by each client. Community Service personnel then report to the Courts, District Attorney and Probation Officer when the client completes or fails to complete his/her Community Service.

Court Services unit employees believe in holding offenders accountable for their actions. Court Services supervisors and employees work to preserve public safety for all citizens of Oklahoma County. SHINE Volunteer Program

SHINE stands for Start Helping Impacted Neighborhoods Everywhere. Oklahoma County Court Services works hand in hand with neighborhood associations, local community groups and the business community to ensure a safer and cleaner Oklahoma County. SHINE has also partnered with local police to remove graffiti from both public areas and private property, with owner permission. When police spot new graffiti, they relay the location to SHINE and a crew soon arrives to clean or paint over the mess. SHINE organizes and deploys low risk, non-violent offenders to perform community service work throughout Oklahoma County. This program has successfully impacted the criminal justice system by reducing the number of non-violent offenders spending time in the county detention center, which in turn saves tax-payer money. Oklahoma county residents benefit from the tasks performed including eliminating hundreds of blighted eyesores in neighborhoods such as debris and graffiti removal. Most of all, SHINE has been a tremendous success with neighborhood associations and local community groups whose requests for litter cleanup and graffiti removal had long been lost in red tape. Jury Duty

The Court Clerk prepares and issues about 1,800 jury summons each month except July and August when no jury trials are held. Names are selected at random from the list of licensed drivers or persons holding a current state identification document.
