“The moral test of government is how that government treats those who are in the dawn of life, the children; those who are in the twilight of life, the elderly; and those who are in shadows of life, the sick, the needy, and the handicapped.” ― Hubert H. Humphrey

The Board of County Commissioners, created by the State Constitution, is composed of three Commissioners elected by the people. The County is divided into three districts, as equal in population as possible and numbered 1, 2, and 3 respectively. One Commissioner is elected from each district. District boundaries are set once every 10 years following the federal census.

There are over 160 bridges listed on the Oklahoma County bridge inventory, 23 of those fall within the boundaries of District 1. Since 2007 District 1 has replaced or constructed 11 new bridges. We currently have engineering services for several upcoming projects. Funding for our bridge projects come from a variety of sources, including county, state and federal dollars.
Under Commissioner Blumert, District 1 has overseen the construction of 124 lane miles of road. Oklahoma County District 1 is responsible for maintaining approximately 169.93 miles of roads within Eastern Oklahoma County. This total includes roads in the unincorporated areas of District 1, as well as the interior roads in all or part of Forest Park, Jones, Nicoma Park and Spencer. Together, these two responsibilities account for approximately 32% of the total road miles in Oklahoma County.
In addition to the primary road responsibilities listed above, District 1 has entered into partnerships for the maintenance and construction of roads with Oklahoma City, Midwest City and Del City.
We have donated the Labor and Equipment for over 42 School Projects allowing that money to be used for our students’ direct needs.
Representative Jason Lowe is the County Commissioner for Oklahoma County District 1. He is a dedicated attorney and a passionate advocate for justice. With a Bachelor of Arts in Political Science from Virginia State University and a Juris Doctorate from Oklahoma City University School of Law, Lowe has built a career rooted in fairness and community service. As the founding member of The Lowe Law Firm, established in 2009, he has continuously worked to ensure justice is served for all.
Lowe believes that everyone should be judged equally under the law and that justice is best served when it heals societal gaps in underserved communities. His administration’s top priority will be ensuring that the new detention center and mental health facility effectively serve Oklahoma County’s most underserved populations.
In his role as the representative for House District 97, Lowe demonstrated an unwavering commitment to public service. As the former chair of the Oklahoma Legislative Black Caucus and the first African American attorney from District 97 appointed to the House Judiciary Committee, he has been a trailblazer in advocating for civil rights and justice reform.
His legislative efforts have included promoting responsible policing, advocating for rehabilitation over incarceration for non-violent drug offenders, and pushing for increased educational funding for public schools and HBCUs like Langston University.
Lowe’s dedication to mental health continues to be evident in his initiatives, such as the “Know Your Rights” forum, which educates Oklahomans on legal matters and gathers feedback on community issues. His annual Family Fun Day events showcase his commitment to empowering and supporting the community, providing over 10,000 families with free school supplies, health screenings, haircuts, and more.
As County Commissioner for District 1, Jason Lowe will continue championing justice, civil rights, and mental health. His proven track record positions him as a leader committed to driving positive change in Oklahoma County.
