OKLAHOMA CITY — Effective Financing Statement filings, commonly known as EFS or agricultural lien filings, have transitioned to the Oklahoma County Clerk’s Office under Senate Bill 988, legislation approved during the 2025 legislative session.

The final day to file EFS records with the Oklahoma Secretary of State’s Office was Friday, July 17. EFS filings are now handled by the Oklahoma County Clerk’s Office. There was no blackout period during the transition.

Senate Bill 988 authorized the transfer of EFS filing responsibilities from the Oklahoma Secretary of State’s Office to the Oklahoma County Clerk’s Office. The transition also follows publication of federal approval in the Federal Register.

EFS filings provide public notice of security interests in farm products and are used by financial institutions, agricultural lenders, farm product buyers, attorneys, producers, and agricultural businesses as part of the financing and purchase process. These records help users identify filed interests in agricultural products and conduct appropriate due diligence before completing transactions.

“Effective Financing Statements play an important role in Oklahoma’s agricultural economy, and the people who rely on these records deserve a system that is accessible, responsive, and easy to use,” Oklahoma County Clerk Maressa Treat said. “Our office already works closely with UCC users across the state, and we are prepared to bring that same experience, professionalism, and customer service to EFS filings.”

The Clerk’s Office system offers online EFS filing and enhanced search features, including the ability to search by debtor, secured party, instrument number, and date range. Users can also export search results by CSV, view free unofficial PDF copies, and purchase official or certified copies.

The system is available at getrecords.oklahomacounty.org.

As part of the transition, the Clerk’s Office conducted system testing with banking, lending, and agricultural users to help ensure the filing and search functions are practical for the people and organizations that rely on EFS records.

Treat thanked state lawmakers, the Oklahoma Secretary of State’s Office, and agricultural and financial community leaders for their assistance throughout the transition.

“This transition took cooperation from many partners, and I appreciate everyone who helped make it possible,” Treat said. “Our team is committed to providing clear information, helpful service, and reliable access to these important records.”

The Clerk’s Office is providing training materials and user guidance to assist financial institutions, agricultural businesses, and other EFS users with filing, searching, buyer registration, and system navigation. The first master list from the Oklahoma County Clerk’s Office is scheduled for Thursday, August 20.
