OKLAHOMA CITY – Oklahoma County Clerk Maressa Treat announced the completion of Oklahoma County’s Fiscal Year 2025 Annual Comprehensive Financial Report (ACFR), officially clearing a backlog of the county’s annual financial reporting process. 

Treat worked with Ernst & Young and County Clerk’s Office staff to successfully bring all reports up to date. The process also focused on creating a blueprint for future financial reporting as part of her Open Books 2030 Plan. The plan will ultimately bring all county offices into one financial system, providing more transparency for taxpayers and reducing the opportunity for error. 

“When I took office, the ACFR process depended heavily on manual processes and institutional knowledge that had not been adequately documented,” Treat said. “Our goal was not simply to catch up. We wanted to build a process that could be repeated reliably year after year.”

The ACFR provides a comprehensive look at Oklahoma County’s finances and economic condition and is among the information reviewed by credit rating agencies when evaluating the county’s creditworthiness. Oklahoma County currently holds an Aa1 credit rating from Moody’s, the highest rating available to the county, most recently affirmed in 2025. 

When Treat took office in April 2023, the Clerk’s Office was working through significant staff turnover, fragmented financial systems and a reporting process that required staff to manually compile information from multiple sources. Those conditions contributed to delays in completing the county’s annual financial reports. 

Since then, the office has brought the reporting schedule current:

• FY23 ACFR: completed in March 2025
  • FY24 ACFR: completed in November 2025
  • FY25 ACFR: completed in August 2026

Work on the FY26 ACFR is underway.

“Getting caught up was important, but staying caught up is the real measure of success,” Treat said. “We appreciate our partners at Ernst & Young, the hardworking county employees who have put in countless hours to get us to this point, and State Auditor Cindy Byrd and her staff. Thanks to them, we now have a documented process and clear responsibilities in place to help ensure this work is completed accurately and on time.”
